Abstract
The papers of the late Professor Lerner, well known for his contribution to economic theory and for his links with Israel in the 1950's and 1960's, included an unknown article on the economic relatons between Israel and the West Bank and the Gaza Strip. This paper was written in September 1967 and has never been published. Lerner's discussion focuses on the possibility that economic development could be a catalyst for political change. This fitted in well with his concerns regarding the solutions for the 1966-67 recession. In reading Lerner's paper, one should bear in mind that it was written when the impact of the 1967 war was still vivid and when there was little information available about the Occupied Territories. In addition to Lerner's paper, this article presents a brief summary of the developments in the Occupied Territories over the last 20 years (till 1987) and a discussion of Lerner's analysis in the light of these developments.
