States that the clandestine rescue activities were carried out by voluntary organizations in the Yishuv, which was then under British rule and in conflict with the local Arab population; although many attempts were made by Yishuv leaders to help European Jewry, most of them failed due to a lack of political and operational experience. Claims that criticism of Yishuv leaders, and especially of David Ben-Gurion, for not doing enough to help European Jews is unfounded.
