The topic of maintenance management of multi-system buildings has attracted increasing interest in the last decade. The research objectives were to examine the efficiency of maintenance under alternative maintenance policies and alternative sources of labor (Outsourcing vs. In-house). The research focused on maintenance of hospital buildings in Israel as a model for multi-system buildings operating in dynamic environment. The research used a systematic field survey followed by an in-depth statistical analysis. The main purpose of the field survey reported here was to develop four indices for the assessment and improvement of the efficiency of maintenance. The first of these four indices, the Building Performance Index (BPI), indicates the physical-functional condition of buildings. The second, the Manpower Sources Diagram (MSD), reflects the efficiency of using in-house provision versus outsourcing of labor. The third, the Maintenance Efficiency Index (MEI), is based on annual costs of maintenance, building age coefficient, and building occupancy coefficient, and the fourth index deals with the organizational structure of the maintenance division. The results indicated certain building systems, in which the maintenance policy supports outsourcing of labor (e.g. elevators and fire protection), while the maintenance policy of other building systems showed high efficiency when combining in-house provision with outsourcing of labor (e.g. water, sanitary systems and electricity systems). The research concludes that efficient execution of maintenance in hospital buildings requires simultaneous implementation of the four aforementioned indices.
