Abstract
The systematics in the experimental energies of low-lying octupole states in Ge and Se isotopes are investigated in the framework of the open-shell linear response model (OSLRM). The satisfactory agreement with experiment affirms the applicability of the OSLRM to nuclei far from a closed shell.
