Public housing and New Federalism: the myth of centralized power ( USA).

Abstract

If a primary cause of the failure of past social welfare programs in the USA has been one of too little rather than too much federal power, then the New Federalism proposals are unwise. They would enhance political interests who have consistently undermined previous federal efforts to deal with social problems and who share considerable responsibility for the social ills plaguing our cities.-from Author
