Abstract
An alternative interpretation of both the slow SERS spectrum fluctuations and the decay and the fluctuations of the overall intensity of the SERS spectrum measured previously is proposed. It is shown that the time scales for these phenomena are consistent with the relaxation of the surface roughness on the nanometer scale.
